If it's the 5950x in your sig, I am doubtful that is a heavy load that is bringing it up to 4.8ghz. Quick test would be to run Cinebench and watch the core speeds in ryzen master or Hwinfo64. That said for gaming PBO is probably the way to go.. mine regularly PBOs to about 4.5GHz and it basically holds it indefinitely. You can reach higher single clocks on a 5900x I'm sure tho.
